CARB is focused on cleaning up heavy-duty vehicle pollution to reduce smog-forming oxides of nitrogen (NOx) and toxic diesel particulate matter (PM) emissions and the resulting health risks.

What are the risks?
NOx and PM can deeply affect your lungs and may even get into your bloodstream. Numerous scientific studies have linked particle pollution exposure to a variety of problems, including:

* premature death in people with heart or lung disease.
* non-fatal heart attacks.
* irregular heartbeat.
* aggravated asthma.
* decreased lung function.
* increased respiratory symptoms, such as irritation of the airways, coughing or difficulty breathing.

Why is this happening?
The smog rating reflects the current federal emission standards, which cover:

* Oxides of Nitrogen (NOx), which combine with hydrocarbons to create smog, lowering the Oxygen in air.
* Particulate Matter (PM), tiny particles of solid matter that lodge in the lungs and deposit on buildings.
* Carbon-containing compounds (NMOG [non-methane organic gases], NMHC [non-methane hydrocarbons], or THC [total hydrocarbon content]), that contribute to the formation of ozone and smog.
* Carbon Monoxide (CO), a colorless, odorless, and poisonous gas.
* Formaldehyde (HCHO), a lung irritant and carcinogen.

“The California Air Resources Board (CARB) and the Environmental Protection Agency (EPA) have both updated their requirements for new trucks ordered and built in 2024. Previously, CARB regulations applied to both California and Oregon but now only California is affected. These updated requirements have led to updates to Emission, Clean Idle, and Surcharge codes. 

These requirements are dictated by the given vehicle’s State of Registration and State of Operation. Purchasers of new commercial vehicles will be legally required to declare their state of registry and the intent to operate in a CARB State at the time of purchase. Essentially, the sale, offer for sale, or lease of new motor vehicles with engines that are not CARB certified will be prohibited to dealerships in California, or when selling to customers intending to operate in California.”
